It's got to be a combo of cork-against-neck friction, and the overpressure of fluid shock wave induced by softly banging the base of bottle as shown. Presumably it requires the bottle to be almost completely filled, with very little air between wine level and cork base. Otherwise the air would cushion the shock wave overpressure too much. Each jolt provides enough energy to creep the cork slightly without a catastrophic ejection in one go. First attempt might be messy! Neat party trick to remember - and then celebrate!
[On second thoughts - holding bottle sideways as shown probably makes it relatively insensitive to any air inside. Which is maybe why it wasn't done with bottle upright and banged against the ground.]
