The phrase "passion-at-a-distance" was coined by my late Ph.D. advisor Abner Shimony, to describe what is usually known as a "no-signaling non-locality" of orthodox quantum mechanics.

It is not physical, because one cannot send a signal with it, and thus it does not violate special relativistic locality. The concept of "no-signaling non-locality" can be understood also as a violation of "outcome independence" in EPR-Bohm type correlation experiments, according to orthodox Bell dogma, which does not violate special relativistic locality. On the other hand, according to orthodox Bell dogma, "parameter independence" is preserved in such experiments, thus preserving the compatibility of quantum mechanics with special relativistic locality.

However, "passion-at-a-distance" simply does not exist, because a perfectly local and realistic explanation of the quantum correlations does exist: https://arxiv.org/pdf/1405.2355.pdf.
